Tools matter. They are not a substitute for that understanding, and buying another one is not the same thing as reducing risk.
How the work is meant to feel

Prefer the change that will still be true next year over the exception that makes this week quiet.

If leadership cannot repeat the risk, it was not explained. If the operator cannot run the fix, it was not finished.
